I only used it twice, but from my recollection, if you are thinking three abreast, I don't think so. Also, toddlers are short enough you are probably not holding hands. On any bike path, you want to hold a toddler's hand to be able to guide them out of the path of bicycles. Toddlers wander a bit and are unpredictable, making it harder for cyclists to avoid them. Most of the time it would be fine, it isn't that busy, but there are some bends where visibility is poor, and you need to be on your side of the path, or able to quickly get there, just in case. Someone who uses it more often may be able to suggest sections where visibility is always good and there is easy access to those sections.
