I was there recently, but I brought all my own equipment. I did observe however, that they have a very large line of rental equipment, including Nitrox. In the Caribbean you find mostly aluminum tanks and mostly 80CF. There are a few metal tanks and a few 100CF. Hope you have a great time like I did.

In most diving spots yes. Most Scuba schools have what they call "try scuba". They give you basic indications to dive and take you to a beginners depth, maybe 15 to 25 feet down. You will not see everything but you can still catch a lot of marine life without having a diving licence. My recommendation is for you to call beforehand and ask if they have that option available. Safe travels.
