Our California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) financial assistance programs help qualifying families of all sizes lower their monthly energy bills when they need it most.
CARE/FERA - Recertification & Post-Enrollment Verification
CARE and FERA participants must re-enroll every two years. If you received a recertification notice in the mail, it’s time to re-enroll.
Post-Enrollment Verification - SCE
To re-enroll in either the CARE/FERA program, please submit your cover letter and all verification documents, along with your completed verification form, either online, by U.S. mail at: CARE/FERA Southern California Edison

CARE/FERA Program - California Public Utilities Commission
FERA is available for customers of Southern California Edison, San Diego Gas and Electric Company, and Pacific Gas and Electric Company. Call your electric utility if your family qualifies. Following are the income limits effective through May 31, 2025:
California Alternate Rates for Energy (CARE)
California Alternate Rates for Energy program offers a 30-35% discount on your electric bill and a 20% discount on your natural gas bill. For the CARE Program, electrical companies with 100,000 or more customer accounts in California offer a 30% - 35% discount as required by Public Utilities Code Section 739.1.
The Gas Company’s California Alternate Rates for Energy (CARE) program provides a 20% discount on the monthly gas bill for eligible households. Those who qualify and are approved within 90 days of starting new gas service will also receive a $15 discount on the Service Establishment Charge.
California Alternate Rates for Energy (CARE) provides a 20% or more discount on your electric bill – every month for income qualified customers. Family Electric Rate Assistance (FERA) program offers a discount to qualified households of 3 or more that exceed their baseline electricity usage by 30% or more.
