You would get a permit once you visit a field office for paperwork, photo and eye exam. Go into DMV and take the test on their computer in the office. I had to pay online first. I had already passed the e-learning course when I checked in at the DMV.

California DMV begins offering online driver's testing
I found out about this last week when I was renewing my license and getting the RealID version. Typical online training paradigm where you watch a bunch of videos then take a quiz for each section. Each quiz is like three questions and if you get one wrong you get to try again. Took about 45 minutes.

Once you do the rest of the stuff (vision test, photo), you should get your instruction permit and then you can take lessons. You do need to bring the birth certificate and the other proofs of residency with you when you go to DMV.
