You can easily get new construction in PV at $200k or less (with the builder incentives, etc). There's also been some pretty nice resales come on the market in PV in the $190's.

Star Valley: Lower income area, old homes, drug houses, etc. There is a neighborhood that is right before you get into Star Valley from Payson (in between the Country Clubs and Star Valley) that is pretty desirable but I don't think there are any available lots.
