I don't want to conquer it, I literally just want to break it up into smaller independent kingdoms that are easier to contain while taking a few pieces for myself. Sep 14, 2020 · Yeah, you cannot have an empire title. But since the HRE decision is either bugged or very stupidly designed, I wouldn't bother anyway. It makes every king title you're holding and are in complete control of part of the new de jure HRE BUT East Francia, the very kingdom you need to hold to even take the decision!
