We cannot forget Khufu, the Pharaoh of the Great Pyramid, for the incredible organization he managed, the way he leaded an entire people to build his mausoleum [his "horizon" if we want to use the historically correct term to define a pyramid in that age].

It also doesn't sound like someone for whose glory you would volunteer your life for. The second option sounds like modern wishful thinking.

These were likely demanded by an emerging bureaucratic elite (priests, governors) now comprising noblemen not related to the royal family.
