If you have a good amount saved up / have built up pity / have bought Welkin Moon you can probably wish for both with no issues.

I skipped Zhongli and Kazuha and always challenge myself to 36 star abyss without picking Venti and Ganyu. A Noelle can be a pretty nice Alternative to Zhongli.
